2010 Pay Rates

The 2010 pay award rates can be found in the AFPRB Report whose recommendations were accepted in full by the Government on 10 Mar 10. For a summary of the 2010 2% increase see below.

 

Summary of the Major Recommendations:

Pay and Charges The AFPRB recommendations represent a 2% increase in pay for regular and reserve forces.  This increase is likely to be at the higher end of all Public Sector Pay Awards and follows extensive input to AFPRB by Central MOD staffs and single Services to secure the best possible deal for military personnel.

Accommodation  The AFPRB has recommended small increases to most levels of accommodation charges.  Added to the rental charge are utility increases which result in total accommodation charge increases ranging from 4p to 32p per day for SFA and from 1p to 7p per day for SLA.  The AFPRB’s long term approach to setting accommodation charges has been to achieve consistency with civilian comparators, tapered to reflect disparity in the quality of the accommodation, and with a discount that reflects the disadvantages of living in Service accommodation.

Food Charges  The AFPRB has recommended that daily food charges should be increased from £4.07 from £4.13. 

Specialist Pay The 2% increase also applies to specialist pay.  In addition, a higher rate of SP(FC) will be introduced to encourage retention in specific groups, including Air Mobility Wg personnel and Air Ground Engineers.  SP(PJI) was also reviewed and a supplement to PJIs in JADTEU ATS  will be introduced.

Financial Retention Incentive (FRI)  The AFPRB has also recommended an extension and modification  of the Aircrew FRI, which will now run until 31 Mar 13 targeted at Career Stream Senior Officer pilots, with a payment of £100,000 at IRP , and OF2 pilots, with a payment of £80,000, at IRP; both will require a 5 year return of service.

Longer Separation Allowance (LSA)  The AFPRB has recommended the reduction of the LSA minimum entitlement threshold from 10 to 7 days’ continuous separation and an extension to those Service personnel operating under field conditions.

Allowances  All Compensatory Allowances set by AFPRB have also been increased by 2%.  This includes, amongst others, Longer Separation Allowance (LSA), Unpleasant Work Allowance (UWA) and Unpleasant Living Allowance (ULA).  Eligibility to ULA has been extended to cover those Service personnel living and operating from forward Operating Bases and Patrol Bases in Afghanistan.

Professional Aviator Spine (PAS)  The AFPRB has recommended the introduction of improvements to the PAS, comprising the removal of pay-bars for certain specialisations to recognise equivalency and introduce pay parity; the introduction, or alteration, of pay-bars for specific ranks to incentivise advancement; further places to be offered to improve retention effects; and the opportunity for Branch Officer Specialist Aircrew who meet the minimum criteria to transfer across.  Acceptance on to the PAS will continue to require a 5 year return of service.

    "As you will know, the Pay Award for 2010 was announced earlier today by the Prime Minister and I am sure you will agree that the award represents a very fair outcome.  With the ongoing economic difficulties and commensurate pressure on public sector finances, the headline rate of a 2% increase for all personnel is welcome recognition of the high esteem in which RAF personnel, and their colleagues from the other Services, are held and of their outstanding contribution both at home and overseas, and in particular whilst on operations. 

     "The demands on Service personnel and their families, caused by the enduring, high operational tempo, is further acknowledged through a reduction of the minimum entitlement threshold for Longer Separation Allowance from 10 to 7 days and extension of the entitlement to those operating under field conditions.  The Pay Round also included a review of several forms of Specialist Pay, including Specialist Pay (Flying) (SP(F)), other minor forms of flying crew specialist pay  and Specialist Pay (Parachute Jump Instructor) (SP(PJI)), all of which are also to be uplifted by 2%.  In addition, recommendations for some minor changes to specialist pay and to the Professional Aviator Spine in order to encourage retention within specific groups were accepted, as was the recommendation to extend and modify the Aircrew FRI. 

     "This very positive outcome was underpinned by the cogent and well argued evidence that was presented to the AFPRB, not least during visits to meet Service personnel and their families.  I therefore am very grateful to those of you, and to your personnel,  who contributed to last year’s round of visits.  Those of you due to receive a visit this year will need to ensure that your personnel are clear about the aims and importance of these visits as they offer our main opportunity to raise any pay related issues with visiting AFPRB members, to influence the AFPRB settlement.  Our Pay Colonel (Gp Capt Andy Berridge, DACOS P&A, 9621 80207) and his Team stand ready to assist you in this preparation.  In passing on this year’s outcome, I would be grateful if you could gather instant feedback  from your personnel on this year’s award to inform my preparations for this year’s Pay Round in my Command Brief to the AFPRB on 17 Mar 10."

A useful link is the Armed Forces Benefits Calulator (ABC). Benefits can be described as all the investments an organisation makes in its workforce and everything that the employees value in working for the employer.

It can be an interesting exercise to calculate, using the site, just what your entire 'package' is worth.  We sometimes tend to look only at the pay we receive and possibly the pension. But what else does the RAF give that should be taken into consideration and makes up your total package?  Have a look before you compare your 'lot' with other jobs, perhaps in civvy street. The dentist and the gym can be expensive outside!
